Pantheon Integrated Solutions, Inc. (Pantheon) commenced operations in 2016 as a small business and was founded on the belief that better tools and information—not more data—were needed to assist program managers improve acquisition.
Initially dedicated to supporting Navy acquisition and construction programs, Pantheon has incorporated its members’ subject matter expertise in acquisition into developing new data-driven tools and techniques that help program managers successfully execute their operation on time and within budget. Pantheon’s approach has allowed our clients to enhance their positioning for contract negotiations and their management oversight of the lower-tier supplier base.

We deliver models built on validated, reliable data that display intuitive graphical user interface with on-target information, providing our customers' senior leadership the information to make better, faster decisions for some our country's newest, most complex platforms and programs.
Meet our Team

Edward Walsh
Chief Executive Officer
As the Chief Executive Officer of Pantheon Integrated Solutions, Inc. (Pantheon), Mr. Walsh manages and supports all aspects of the Pantheon organization and sets the company’s strategic vision and its direction.
Prior to founding Pantheon, Mr. Walsh held management positions, managing teams in earned value management analysis, procurement planning, and programmatic execution for a large ACAT I program, gaining experience across Pantheon’s core competencies. Following his civil service career, Mr. Walsh went to industry and served as a subject matter expert for program offices on complex procurement issues.
Mr. Walsh enjoys working in the interdisciplinary field of program management, and taking theory across multiple fields and applying it to real world problems, achieving tangible solutions.
Mr. Walsh graduated from Yale University with a Bachelor’s in Economics and holds an MBA from Georgetown’s McDonough School of Business.

Frank Walsh
General Counsel
As General Counsel, Mr. Walsh serves as Pantheon’s chief legal counsel, managing the company’s legal representation and ensuring compliance with relevant statutory and regulatory requirements.
Prior to joining Pantheon, Mr. Walsh worked in both the public sector and at the Washington, DC office of Akin Gump Strauss Hauer & Feld, LLP. His private practice experience involved counseling corporate clients on complex labor and employment issues. He is also currently a Judge Advocate in the U.S. Army Reserve. In that role, he has served as a Defense Counsel, Administrative Law attorney, and Deputy Staff Judge Advocate.
Mr. Walsh holds a B.A. from Yale University (2004), a J.D. from Georgetown University Law Center (2007), and a Certificate in Refugee and Humanitarian Emergencies from Georgetown University (2007). He is a member of the District of Columbia and Florida Bars.

Emily Goldhammer
Ms. Goldhammer is a Consultant at Pantheon with experience in cost estimating, database development, earned value analysis, and financial analysis. Prior to joining the Pantheon team, she worked as a consultant for the Department of Defense on ACAT I programs including efforts on a Milestone B Estimate, an Acquisition Program Baseline Update, and Integrated Baseline Reviews. She also has experience working in the nonprofit sector in Program and Partnership Management.
Ms. Goldhammer graduated from University of Mary Washington with a B.S. in Business and Spanish and a minor in Economics. She recently began a master’s program in Public Administration and Policy at Virginia Tech.

Rachel Zissimos
Ms. Zissimos is a Consultant at Pantheon with experience in supply chain analysis, the defense industrial base, and U.S. defense policy.
Prior to joining Pantheon, Ms. Zissimos supported the Office of Industrial Policy within OSD(A&S). She is an experienced writer and policy analyst, with published opinion pieces, policy papers, and reports on a range of defense topics.
Ms. Zissimos received her Bachelor’s degree in International Studies from Texas A&M University and graduated with a certificate in advanced leadership studies. She received her Master of Public Policy from George Mason University. Ms. Zissimos is also a certified Project Management Professional.

Danny McDonald
Mr. McDonald serves on the advisory board for Pantheon to provide guidance on technologies required for productization and on growth strategies. He also serves as a liaison to the Department of Defense community in Tampa, FL.
Currently, Mr. McDonald serves as an advisor/consultant to a venture capital firm, and leads the business development for Script, a software company leading process automation for school districts. Previously, Mr. McDonald acted as a program manager of an incubator/accelerator program.
Mr. McDonald graduated from the University of Tampa with his MBA in 2014 with a concentration in entrepreneurship. Since then, he has developed a passion for technology, start-ups, and the role venture capital plays in bringing solutions to market.

Janet Walsh
Director of Finance
As Director of Finance, Mrs. Walsh is responsible for the direction of all financial activities for Pantheon. Oversees/manages the company’s Finance, Accounting, and Human Resources function areas. Her primary responsibilities include financial accounting and reporting, budgeting, forecasting, audit, tax management, business metrics reporting, employee benefits, and all general accounting functions.
Additionally, Mrs. Walsh works with the CEO on major financial matters, and supports both short- and long-term, company-wide financial planning.
Mrs. Walsh graduated from Winthrop University with a Bachelor’s in Accounting and received her Master’s in Accounting from the College of William and Mary.

Richard Lee
Mr. Lee is the Director of Operations at Pantheon Integrated Solutions, Inc. with experience performing cost research, earned value analysis, cost methodology development, cost estimation, program management, and database development for a variety of defense weapon systems.
Mr. Lee received his B.S. and M.S. in Mechanical Engineering, with a focus in vehicle dynamics and off-road mobility studies. He also received his second Master’s degree in Cost Estimating and Analysis from the Naval Postgraduate School. Mr. Lee has presented his work at several conferences.

Patrick Coughlin
Mr. Coughlin is a Senior Consultant in the Navy's Strategic Systems Program (SSP) conventional prompt strike (CPS) Program Office. Mr. Coughlin leads the development team for the Pantheon Web Suite, focused on developing new web-based tools for government and private industry clients.
Before joining Pantheon, Mr. Coughlin was the COO of SYNEXXUS Inc., in charge of their SHADOW Class fast patrol craft program. Prior to SYNEXXUS, Mr. Coughlin was a Navy Supply Corps Officer serving tours on the USS New Hampshire SSN 778, as a Business Financial Manager at NAVAIR, and in NAVSEA PMS 450 Virginia Class Submarine as the Block V Action Officer.
Mr. Coughlin graduated from Indiana University with a Bachelors's in Finance and Operations Management, Completed the University of Virginia's Navy Insights into Industry Management course, and has a Master's in Business Administration in Data Analytics from the University of North Carolina.

Ian Harris
Mr. Harris is a Principal Software Engineer developing the Pantheon Web Suite of web-based tools for government and private industry clients.
Before joining Pantheon, Mr. Harris was a Senior Software Engineer at SYNEXXUS Inc, and Cyber Cheese Industries, LLC. Mr. Harris previously spent 12 years working Cyber and Counter-Terrorism Operations for the United States Government across multiple theaters, including multiple warzone tours in the Middle East and Central Asia. From 2004 to 2007, Mr. Harris filled corporate Information Technology and Information Security roles for the MITRE Corporation.
Mr. Harris graduated from Clark University with a Bachelor’s in Comparative Politics and received his Master’s in Security Studies: Technology and Security from Georgetown University’s Edmund A. Walsh School of Foreign Service.

Neil Seiden
Vice President
Mr. Seiden serves as the Vice President for Contracts and Strategy at Pantheon.
Mr. Seiden worked as an executive, leading divisions providing professional and information technology services to a wide range of civilian government and defense agencies. He also was a leader serving the business development and corporate expansion needs at NTT DATA and predecessor companies by acquisition, ADI Technology, Perot Systems Government Services and Dell Services Federal Government. Mr. Seiden served as an active duty U.S. Navy Supply Corps officer from 1979 to 2001.
Mr. Seiden graduated from the State University of New York at Buffalo with a Bachelor of Science degree in Management/Accounting. He holds a Master of Science degree in Financial Management from the Naval Postgraduate School, Monterey, CA. He completed the post-graduate, Ph.D. coursework at Virginia Tech in the field of Public Administration.

Randall Lantz
Mr. Lantz is a Senior Consultant with over twelve years of federal sector support experience, including the Navy, the Army, the Department of Energy, and the Department of Homeland Security acquisition communities.
Mr. Lantz is a trusted analyst who provides cost, risk management, and budgeting expertise needed to fulfill the critical planning and execution requirements that contribute to the success of high-priority government acquisition programs. He takes pride in combining his technical, analytical, and interpersonal skills to provide data driven and risk informed solutions to complex problems while gaining the trust and respect of his clients.
Mr. Lantz graduated from Virginia Tech with a Bachelor’s in Science in industrial and systems engineering with a minor in business.

Evan Hubener
Mr. Hubener is a Consultant at Pantheon and specializes in financial and cost analytics, data modeling, database management, and reproducible analysis. His interests include building data processing pipelines, ensuring both the integrity and the traceability of analysis from the customer or supplier's raw data to the final product.
Prior to joining Pantheon, Mr. Hubener worked at the Bureau of Labor Statistics for 10 years as an economist, concentrating on data analysis, quality control, and project management.
Mr. Hubener received his Bachelor's degree from the University of Florida, where he studied business/economics and music. He is also a graduate of the Master of Science in Applied Economics program at Florida State University. Mr. Hubener is a Project Management Professional.

Ryan Shirley
Mr. Shirley is a Senior Consultant, supporting the Navy’s hypersonic program office. Mr. Shirley brings expertise and several years of experience in Supply Chain Management & Management Consulting in the federal market.
Before joining Pantheon, Mr. Shirley was a Managing Consultant at PwC / Guidehouse, where he led teams focused on DoD Organic Maintenance, Repair & Overhaul in the Supply Chain Practice. Prior to PwC / Guidehouse Mr. Shirley was a Navy Supply Corps Officer serving tours on the USS Texas SSN 775, and as the Operations Officer at the Logistics and Industrial Support Branch at NAVAIR Patuxent River.
Mr. Coughlin graduated from Gannon University with a Bachelor's in Communications, Completed the University of Virginia's Navy Insights into Industry Management course, and has a Master's in Business Administration in Operations Management from Medaille College.
